I can not submit my drivers to partner.microsoft.com

I login to partner.microsoft.com/zh-cn/dashboard, but when i click the Hardware，the web jump to organization-legalinfo，and it shows vetting status is rejected 。
Does this have anything to do with my uploading certificates from multiple companies？
