How to fix Hotmail not receiving emails?

Question

Hi there, my Hotmail account stopped receiving emails. People say that the emails keep returning with a message of “full inbox”. I emptied as much as I could, junk mail, deleted items folder, inbox etc. It didn’t work. Storage says I’m using 10GB and it’s also telling me to buy more storage. I had this email for over 20 years and never had to pay. Any ideas? Thank you!
