The users we moved on the 17th of March 2023 cannot Chat with external contacts.

Hello,

Please i need your help on this issue.

First, we moved a couple of users on the 10th of March 2023 to Teams from Skype 2019 on-prem without problems.

Then we moved a pilot group with about 10 users on the 17th of March 2023
the user "HybrideOnlineTeamsonlyUser" becomes Teams Only.

The users we moved on the 17th of March 2023 cannot Chat with external contacts.

They get this message Due to org policy changes, this chat is no longer available.
users have the same policy and the move was done the same way

    Is the error message "Due to org policy changes, this chat is no longer available. Continue with skype for business".?

    The cause of this issue may be:

    BVD is not correctly reflecting the senders Skype for Business account as online and sip enabled. The Teams client code will therefore evaluate the user as being an Skype for Business on-premises user, in which case external (federated) chat is blocked with message to use Skype for Business.

    Resolution:

    If SfB Online settings are correct but BVD is not, use Force Sync to force synchronized LyncAD -> BVD.

    If SfB Online settings are not correct, have Tenant Admin resolve.
