Why was a valid C++/Windows API question edited/changed to "Not Monitored" tag?

The following thread was edited by @MikeUrnun who changed the tag to "Not Monitored" without apparent reason. Please reinstate the previous tags.

    I put Windows API - Win32 and C++ tags on it.

    Looks like originally it had C++ and Azure Event Grid tags, but I quickly read through it and didn't see where Event Grid was relevant so I didn't add that one.
