The email indicates that my account has been successfully added to the Azure OpenAI service after being reviewed, but I am unable to configure the model in Azure. The error code is InvalidTemplateDeployment and ResourceProviderNotRegistered.

If you are unable to create the resource then the message
ResourceProviderNotRegisteredindicates that your subscription is still not whitelisted to use Azure OpenAI resource. This is most likely if gating team processed your request but there is delay in whitelisting the subscription or the subscription id provided in the request is different than the one that was whitelisted.I would recommend to raise a support case from Azure portal in either case along with your original application id that was provided when the form for using Azure OpenAI was submitted. This will help track your request and the actions that were taken. I hope this helps!!
