I created an azure ad account to join ms hardware center.

After creating an azure ad account, everything worked normally.

But since I formatted my desktop today, I can't log in.

When I try to log in, as shown in the picture below, the Authenticator app says that authorization is required, but I don't know how to register or the procedure in the Authenticator app.

Through a little Googling, it was confirmed that the above problem could be solved through the azure ad manager, but in my case, it is impossible to log in as the azure ad manager.

For ms hardware authentication, we invested considerable time and money in the above account, such as registering an ev certificate.

Please help me to solve the login problem.

In this case, I believe you may need to use the link at bottom of the initial sign-in window where you enter your username and select that you're using a certificate. Then use https://certauth.login.microsoftonline.com/ to register your certificate again due to the format you performed on the hardware. See https://learn.microsoft.com/en-us/azure/active-directory/authentication/concept-certificate-based-authentication-technical-deep-dive for a walkthrough.

I suggest studying the concept of an "emergency glass" admin account as part of such an event occurring in the future.
