This makes it sound like you have to use the Manual backup feature going forward. Won't the Automatic Backup Snapshots still function https://learn.microsoft.com/en-us/azure/app-service/manage-backup?tabs=portal#restore-a-backup

Confusingly, this mail doesn't say what "disaster mode" supposedly was, but anyways the solution we have used for years is to treat Azure as a low reliability cloud that happens to have some server locations not available at similar cost from the better public clouds, so we basically deploy redundant CDN nodes on Azure, with the essential nodes all being on a different cloud provider that makes clear and straightforward SLA and non-SLA promises of what redundancies are provided.

Promises like "these 3 datacenters won't fail at the same time". Planned outages are rare and announced weeks in advance. Their demarcation between customer and cloud controlled settings are also clear and obvious, not some weird "we reserve the right to do disruptive stuff at random times, for your own good".
