I tested in my lab and seemed not able to reproduce this issue.
Environment: Outlook 365 version 2302 with Teams
Please see the following gif.
No matter where my cursor is, the Teams meeting text are always inserted below the agenda text.
What version of Outlook are you using? You can check the detailed version via File>Office account>About Outlook.
And as a workaround, when you are editing a meeting email, please click the Teams meeting add-in first to set it as a Teams meeting (it would insert the Teams meeting text first), then write other text to make sure the text are in the right place.
