Free public IP address is unlikely to exceed but still get charged

In my Azure Subscription overview blade, I can see the free services for 12 months including Networking, Public IP Addresses, IP Address Hours which is Unlikely to exceed. However, the Public IP Addresses still generate charges in the Cost management.

Am I using a wrong resource and any docuementation could have stated the usage of a free Public IP?

    Cost Analysis will still be the cost of your resources, but the invoice/charge back at the end of the month will account for the free services - and not charge it back.

    I believe the Basic and Dynamic are free - Standard, or Basic and Static are chargeable.
