are availability sets required for azure LB skus: basic and standard? I can understand that an availability set might want a LB in front of it but does a LB necessarily need to have it's backend pool VMs in a availability set?

When it comes to standard SKU, you don't need to place VMs in availablity sets, instead you can place them in availablity zones. But in basic SKU, you may want to.
