The industry has moved fast to ARM64 since early 2010s (with milestones like iPhone 5S as early as 2013), so there isn't a clear need of ARM32 in Windows 11. Windows 11 ARM preview only comes to ARM64 chips and also is discontinuing support for 32-bit Arm versions of applications, https://learn.microsoft.com/en-us/windows/arm/arm32-to-arm64

So, do you have any specific need to stay on ARM32? If so, Windows 10 IoT might be the option for you, https://learn.microsoft.com/en-us/windows/iot-core/learn-about-hardware/socsandcustomboards

If you are developing hardware for Windows, you might want to read https://learn.microsoft.com/en-us/windows-hardware/design/minimum/windows-processor-requirements?source=recommendations. If you are just a user of a specific hardware platform, please contact its vendor for guidance.
