How to create a new list and add to existing project sites

Hi, We have on premise Microsoft Project Server 2016, is it possible to create a new custom list for a project site template, yet push out to all existing project sites without having to manually add it individually, and without some PowerShell script?

    Issues of Project Server 2016 are not supported on Q&A fourm at current time.
