I am not sure if this is possible, but it would be wonderful for presence within MS Teams to reflect availability or presence based on whether or not a user is active on their phone -- and in particular if the user is in a cellular call.

Cellular network or call has nothing to do with Teams presence and thus cellular phone active status can't be shown in Teams by default.
