Outlook 2016 Stuck on foreground (Server 2012)

So i've had this problem around the team where Outlook 2016 stays on the foreground until I restart my system or re-open outlook. This is a pretty annoying thing as when I have to open a folder it will open behind it, plus when I try to move Outlook out of the way, the application behind it moves with... I don't know what will even work 😭

    Does this issue occur recently? If so, have you done any specific operations before that?

    In order to further confirm if the issue is related to the impact of some add ins, It is suggested that you try to start outlook in safe mode (win+R>type: outlook /safe) to check whether it works normally.

    If the issue persists in safe mode, considering the impact of some third-party programs on your computer, please try to perform a clean boot for windows and check if the issue still occurs.

    In addition, i found that some users mentioned that it's useful to unlock the task bar and lock it again, it's suggested that you could try it.
