Can problematic users sign into Teams web client work with screen sharing?
Are you switching tenants quickly? Switching tenant accounts quickly leads to call-related issues, such as screen sharing not being available. This is a known issue and in general, restarting the client will mitigate these issues.
Also, download the latest version of VMware Horizon from the VMware download page to see if that works.
