About how to register Microsoft Developer in China.

Today i wanna register developer. The step is below,

1. 计划，like the pic
2. then Click Windows (Windows Register as an app developer to submit apps and games to Microsoft marketplaces.)
3. Then i fill all blank it need (province and city is also fill) ,then click submit
4. I got the error (State/province Please choose a state or province), the pic is below ,I hide some private message
5. 
6. I'm very sure i filled the State/province text, It looks like wanna I give a select not write ? right ? but how?
