Cracked it !!
problem lay in the user account not having any access to HOME folder.
Granting that Group Browser on the HOME folder fixed the problem
SSRS Permissions
We have just upgraded from SQL 2008 to SQL 2019 SSRS.
we have users who are:
CONTENT MANAGER (On top level folder)
SYSTEM ADMINISTATORS
Thay cam amend existing Data Driven SUbscriptions
but when creating a new Data Drive Subscription, and it comes to SELECT DATASOURCE
they get a permissions error.
As far as I can see I cant give them anything higher
any advice please :)

Do you mean that when users select a custom datasource and finish writing the query and the error occurs?
Please make sure the credentials is right and have the access to the data source.
In addition, the detail error message will help us resolve the issue more effectively.(screenshot is welcome.)
