I can't create my partner account, formulary doesn't work

Question

I can't create my Partner account, looks like there is a bug on the formulary on the State/Province field. For US and Canada I can see a drop down menu, but not for Mexico. I have tried using text, doble cuotes, leave it on blank but nothing works. How can I workaround this? I want to have access to dev mode on my Xbox but due to this issue is imposible Thanks in advance
