When I register my AZURE account, my credit card charges $29. What is this fee? What will it be deducted every month?How do I cancel it? I don't want to deduct $29 a month.

    This sounds like the monthly fee for the developer support plan - https://azure.microsoft.com/en-us/support/plans You should be able to cancel this if you don't want it - https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/cancel-azure-subscription
