How do I request a Phase 1 enabled account from Microsoft to import/export Process Templates?

I want to use the tool below from the Azure DevOps Marketplace to import and export Process Templates but I need a "Phase 1 Enabled Account". How do I request this from Microsoft? Azure DevOps Process Tools
(https://marketplace.visualstudio.com/items?itemName=nkdagility.processtemplate) This task automates the Process of managing your Process changes from source control to Azure DevOps so that you can keep all your projects in sync. One of the largest issues for Enterprise is everyone using a different process template for their projects. When you move your Collection to Azure DevOps with your custom Process Template you get a "Phase 1 enabled account". This account does not let you edit the Process Template in the UI and instead lets you download and upload the process template. These build tasks allow you to manage both the XML and Inherited processes in Azure DevOps Services. You can use this task to create a controlled exposure CI/CD Pipeline that deploys and manages your process between Organisations.

2023-04-29T10:33:41.8033333+00:00 Microsoft, would you please provide the form and instructions for how to make the request to Microsoft for a "Phase 1 enabled account", so I can switch my Azure DevOps Services organization to make it "Phase 1 enabled". At the moment I am able to edit Process Templates through the GUI (I don't see "Import" or "Export" buttons or menu options). I want to be able to download a Process Template that I have customized with the GUI in my Organization and upload it to another Azure DevOps Services Organization.

There is a note there (see below) that led to my initial question. How do I get Microsoft to "activate" a "Phase 1 enabled account"?
"Note: If you don’t see the “Import” or “Export” buttons then you likely do not have a Phase 1 enabled account. You will have to contact Microsoft support and see if it is possible to activate this. There are caveats as you will be unable to use the GUI based customisations."
