No it is not default behavior. Please check, is the device hash inserted correctly in tenant and it is applied to Autopilot profile? Or could it be that your autopilot profile has this selection enabled:

HI Everyone, Hope this finds everyone in their best health !! I have been facing an issue with Windows 11 Autopilot deployment process where it asks me to choose the country and language twice during the process. First device boots up and I have to choose it and then it restarts again and asks me to do the same process again and then it goes on with the Autopilot process and takes me to the ESP page. Is it a default behaviour and if not why this happens and how to troubleshoot? Thanking in advance. Regards, Shashi Dubey

However Language region is coming as user select so if I change this option to English US would the option to choose twice go away? if I keep it like above what effect does it has? Would try to select as user select and see how this goes. Also is there any existing issue you might have faced with Windows 11 where it asks for the user id and password to be entered twice.
