Create a new app not available

All I want to do is publish my exe app (Electron/Vue). I have created an account and I can enter the Partner Center. (https://partner.microsoft.com/en-us/dashboard/commercial-marketplace/overview)

I am trying to follow this guide (https://learn.microsoft.com/en-us/windows/uwp/publish/app-submissions) and see that I need an active developer account within the Partner Center? How do I do that? I thought I was ready to submit my app.

So is your account a developer account? If not, you might need to register a developer account first. You could refer to this document: Opening a developer account. This is the guide about how to register a developer account.

Hi there, I did that. When I go to 'register', I get:

Sign in with another account You are signed in as development@xxxxxxx.com which is not associated with a Partner Center account. If you believe this is an error, try deleting your browser cookies and then do one of the following:

Sign in with an Azure AD user account that is already associated with a Partner Center account

Sign in with a Microsoft account that is already associated with a Partner Center account

Sign in with a Microsoft account that you’d like to register for a new Partner Center account

The thing is... I already signed up with a developer account. Where do I check to see if there are any discrepancies that won't allow me to move on?
