I was experiencing the same issue.
I added portal.azure.com to my Norton Safe Web exclusions and I am now able to enter the site without getting the above error message.

Using Chrome browser on Windows 11. Go to Azure Portal and click SignIn link. Enter valid credentials and receive:
Sign-in failed
Error code: endpoints resolution error

Just ran into the same problem and followed the troubleshooting steps above. In my case, I realized that I had recently install Norton Antitrack and it is set to automatically block any tracking. It actually makes sense because Azure tracks certain activities for Security reasons.
Setting the extension to allow tracking on azure.com now allows me to login via Chrome and Edge.
I just that as well (Firefox, Windows 11) and it turned out to be related to the addon nuMatrix, which blocks some elements in pages to avoid malicious browser attacks and has one feature called Spoof Referrer that likely breaks the violation. When disabling the addon, the page works fine, this can likely be done more granular for just the right domain, but for now it works fine without the anti-tracking app
