Azure default MFA only has phone number

In the last 3 months, we have notice that the default MFA option logon for 365 users is to use a phone number and home number only. No other options available.

Only once phone has been setup can the user go into security and setup a different method like App authenticator etc.

How do i change this default option to either the App authenticator or give the options for all (which we had before)
