Control IOPS of HVD creating

How can I change and control the speed of creating VHD on Hyper-V?

As I noticed, the creating consumes all IOPS on the volume there is VHD located.

It is not so good for production. Because the creation of VHD take for itself all IOPS on the volume, so the another VMs lose their IOPS.

Is where some methods to control if via powershell or regedit maybe?

If you know something, thanks a lot for support. I lost few days and found nothing.
