Why microsoft do not make an app locker

Many people want to lock the apps which are downloaded by Microsoft Store but there is no direct and legal way to lock apps even third-party applications are not able to detect those apps. I am just curious why Microsoft launch such a little privacy feature or any app. I hope it will come soon in form of app or a feature.
