Cannot issue ticket although I have the necessary permissions

I am the owner of the account and I have the "Resource Policy Contributor" (Users with rights to create/modify resource policy, create support ticket and read resources/hierarchy.) I still get an error when trying to issue a ticket:

You don't have permission to create a support request
