    I remember wondering this myself. Settings Catalog does not have this policy. But you need to consider, which settings are suitable for cloud-only computers and do you need to configure this at all. Also you could configure it with Powershell & Registry if you desire. Or if you have hybrid computers, just use GPO side by side. But settings catalog does not contain every setting GPO offers, and I think it is done by purpose that way.
