Have you considered that the Lxssmanager.exe service could be corrupt? The Lxssmanager.exe service manages the launch of new WSL instances. If this service is corrupt or just not working properly, you will not be able to install a Linux distribution to access via Windows Subsystem for Linux 2. You should try to reinstall this and then see if the problem is resolved.
