How do I target a Dataverse table that exists in one environment from a flow that exists in another environment

I have a 3rd party provided Power app that fuses Project for the Web and Dynamics Fin & Ops. We use this to manage projects / portfolios.

We have a manual process to create new project requests. (Fill out a Powerpoint doc then lift content in to the Power app)

I want to create a MS Form to digitise/replace the powerpoint process and have the values auto-populate in to the Power app.

The 3rd party provider has provided the following response to the challenge "In order to build a flow that populates a Dataverse table they’ll need a PowerApps license.  They’ll also need sufficient access to the environment and the necessary rights to make edits to the Dataverse table in question.  The Power Automate will probably need to be authored from the PowerApps environment that the table exists in.  I’m not sure you can target a Dataverse table that exists in one environment from a flow that exists in another environment"

Anyone have any ideas how this could be done?
