Primary Active Manager Shift automatically in DR site server

Hello, I have facing an issue for last 4/5 months. I have total four mailbox server. Two servers in DC site and two servers in DR site. DC servers names are DCMBX1001 and DCMBX2001 and DR servers names are DRMBX1999 and DRMBX2999. PAM is set in DCMBX1001 or DCMBX2001. But i have seen that my PAM is automatically shift in DR server DRMBX2999. Why this is occurring regularly? If my one DC server goes down then it should be shifted in another DC server. I have facing DCMBX1001 server reboot issue for last 2/3 months. It is automatically reboot. I checked the system log and found only cluster resource issue nothing else. I raised a ticket to Microsoft about it but still i don't found any resolution. I set PAM in DCMBX2001 which has no reboot issue but when DCMBX1001 got reboot my PAM is automatically shift to DRMBX2999. Now my question is why this is happening where my DCMBX2001 isn't reboot? And another question is why my DCMBX1001 got reboot regularly? Thanks in advance.

    Is shouldnt matter which server owns the PAM. They are all peers.

    If you want to ensure the DR servers never own the PAM, then you would need to put those servers in Maintenance Mode for the cluster and enable it again if needed
