How to cold boot into safe troubleshooting to get to a restore point

I applied an Intel system update from MS update services, and it failed hard. At boot it goes to the logon screen and the BSD with hardware fault error. I did create a restore point before applying update (normal pratice).

How do I, from cold boot, get to advanced troubleshooting screen so I can go back to a good restore point?

    I am not able to access c:\SYstem Volume Information

    I went to Folder options panel on the drive and successfully unchecked Hode protected operating system files. The folder showed in root directory

    Access denied, so I went to provide user control

    calcs "G:\System Information Folder" /E /R username:F (Username is correct for login)

    I receive access denied.

    How do I proceed?

    I mounted target system driver on an operating windows 10 system.
