Presently with Office 365 it is like the wild wild west, users can have whatever icons they like on their 365 login page which may or may not be related to their work day ?
Microsoft SOE / GPO / Intune, how can we do this as more of our users live online ?
You will have a better chance of users using and staying with Microsoft Edge if you make it workable ?

Per my research, I don't think we could restrict user only uploading particular icons related to work.
All the custom images we add on this page have image size (pixels), and potentially file size (KB), restrictions, however there is no specific type limitation.
Since only Global administrator account could custom the Company branding, we suggest you notify the Global administrator that don't upload logos which are not related to work.

Thank you for the response, while that is part of it, what we really want to do is to set the 365 applications a user can use, in the same way that one can with Group Policy restrict a windows desktop to only have certain icons on there and not allow them to put any other icons on there for example
Can we do this with 365, we want to put planner at the top of their list for example.

As far as I know, we cannot do this with Group Golicy.
The point is can a users icons be set for a user on 365 by the business ?

When configuring company branding in Azure, every user in Azure Active Directory will use the same login page.

No, I don't think we could customize different sign in page for different groups in a tenant .
we could only add language-specific company branding to your directory.
