Creating Service Account for Private AKS connection with Azure DevOps

How I can create a service account for Aks? I want to connect this to Azure DevOps. Another issue while connecting the Azure DevOps to aks using a service connection the namespace keeps loading.

Note the AKS is private

    It seems like the "Loading Namespaces" message is expected if your AKS cluster is Private, please check the following blog that describes why that happens and possible workaround (using Azure Resource Manager):
