How to manage a hybrid with On-premises exchange and Exchange Online?

Question

I'm configuring a hybrid System.

Right now I can connect to Exchange Online and get all users But only users were synchronized to AD (by using Module ExchangePowerShell).

So the problem is I can't manage email on-premise Exchange not synchronized yet with TOKEN.

Is there any way by PowerShell and TOKEN only, we can manage all users (synchronized and not synchronized)?

Or any recommendations/ steps on this?

From the description, do you mean currently only part of the on-premises users have been synchronized, but you wanted to manage all uses using PowerShell and Token?

If this is the case, as far as I know, I am afraid this is currently not feasible.
