No, it does not provide for this. You can read on here about licensing windows 10 virtual machines on your host.

Hi,
I have a question about the Windows Server 2019 Standard license. I know that on this host you can install two HyperV virtual machines with the same system, on the same key. What is it like when I want to create two virtual machines with Windows 10?
In total, I would have four virtual machines: 2x Windows Server 2019 and 2x Windows 10. Does the Windows Server 2019 Standard license allow this? Do I need to buy other licenses?

Hi
Please follow the document Dave linked, but I wanted to add something, you need to cover the VM license on the host, per VDA, O365 or E3/E5 subscription, and please keep in mind that the device that connect to them must be licensed too.
In example if a linux terminal/Mac connect to the Windows 10 virtual, that hardware must be covered by a Windows 10 device license too.
I wanted to add that detail as it can impact if you get audited.
