    From the error it looks that some connectivity issues while downloading content from Microsoft.

    1. Disable any Antivirus program or Windows firewall you may have for temporary purpose.
    2. Disable Enhanced Security from Server Manager.
    3. Disable IPV6 from NIC TCP/IP properties

    it is a internet connectivity issues. unable to access go.microsoft.com cause this problem.
