It depends on the application. Most of the application requires admin privilege to uninstall it. Are they admin on the local workstation? If so, you can use “restricted group” GPO to remove these users from the local admin group:

Hey,
I'm trying to find a way to prevent domain users to uninstall softwares from appwiz.cpl but to stay with viewing option any way to do that?

Too bad thats not all applications requires admin privilege.
