Are modification from all users not synced successfully, or is there a problem with one or specific user's change synchronization?
Please make sure that there are no issues with each user's network connection.
Besides, does this issue occur with all OneDrive files, collaborative or non-shared files?
I suggest you backup this file first, such as saving this file to local computer. Then check its Version history, and try to restore the previous one to have a check.
