1,Please help check the IME log in C:\programdata\microsoft\intunemanagementextension\logs\IntuneManagementextension.log to see if there is any error. Refer to:

2,Also make sure the client app workload is set to Pilot or Intune if your device is Co-Managed with SCCM.

Thank you for your question and reaching out.
Look it up in the event viewer. logs for applications and services -> Microsoft -> Windows -> devicemanagement-enterprise-diagnostics-provider. You'll learn why that can occasionally be useful.
The majority of my problems are either licensing-related (the setting needs Windows Enterprise) or legacy-related (the setting can't be changed at all). For the setting you specified, neither of them appear to be the case, so I'm interesting to see what the log says.
