Why does my Azure OpenAI custom model return gibberish?

I am attempting to training an OpenAI model to classify statements into custom categories. Here is a sample training statement: {"prompt": "I'd like to add my parent to my account as a joint account holder.","completion": "ACTY_CREATE_ACCT_RELATIONSHIP"}

I expect that when I ask the model to categorize a statement as ACTY_CREATE_ACCT_RELATIONSHIP, X, or Y, I should get "ACTY_CREATE_ACCT_RELATIONSHIP" when I issue the statement as "I'd like to add my parent to my account as a joint account holder".

Instead, I receive gibberish like this: "ACTY_CREATE_ACCT_RELATIONSHIPSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_ACCT_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_ACCT_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RELATIONSHIPSHIP_RE".
