Cannot access email; outlook data file missing

I cannot access my email on outlook. I've just spent three hours with a technician trying to fix it, using every possible fix set out anywhere in Microsoft's list of "fixes," but the conclusion is that the outlook data file is missing and unavailable to them. Yet, it is impossible to contact Microsoft--every on-line suggests that the only technical support is online. I am not technically adept, but apparently even the skilled technicians trying to resolve the problem believed only Microsoft could fix it. Does anyone have any ideas?

    What's the type of your account? (IMAP/POP/Exchange)

    And what's the version of your Outlook? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook to the latest version.
    In addition, have you done any specific operations before the issue occurred?

    Considering that it may be caused by the damage of the profile/data file in the Outlook client, it is suggested that you could try to create a new profile(Control Panel>Mail>Show Profiles>add) and add the account for testing to check if there are some differences.
