Do all SharePoint servers have to match patch wise?

When doing patch upgrades on my prod SharePoint server do I have to ensure that my dev SharePoint server matches this exactly or simply have the latest patch installed?

    Each SharePoint server can have different version.

    For consistency in SharePoint prod server and SharePoint dev server, I suggest you install lasted CU and keep the same version in both servers.
