Unknown Windows popup saying app can't be used

I got the popup below right after starting my pc, before starting any programs. It doesn't say what app this concerns, and I haven't installed any new apps. Is this related to the Windows store, or should I be concerned about malware?

The popup has only appeared once, it didn't reappear when I restarted my pc.

    I just had the same popup. I find it very strange the popup itself doesn't mention at all what it relates to. I opened task manager and noticed an app running called logibolt. When I closed the popup that app went away. Logibolt is from Logitech. Seems safe, though I still dont know what the issue was.

    Funny, it failed during start up, but I was able to run it after with no issues
