Azure service bus premium - connectivity issue

After creating Azure service bus (premium tier) with Local auth disabled i.e. only RBAC is allowed, we tried below connectivity methods , however encountered issues :

  1. All networks enabled - successfully received response as public service namespace
  2. selected network : allowed ip range under In azure Service bus -> networking -> Firewall-> Address range-> subnet IP block

However while connecting from the VM attached to subnet of which IP block has been allowed on namespace , it failed with error that IP is not authorized. In documentation on IP filters, it says this option enables access for selected network using access keys, does it mean it will not work with RBAC? if not , is there any other way to troubleshoot IP rules?

  1. Created private endpoint and disabled public access , assigned role of "Azure Service bus data owner" role to user

However while connecting with user credentials, using power shell "invoke-webrequest", it fails with error as "response 400 or 401 as unauthorized".
