I have changed windows display language in windows 11, now my screen is black and I can't do anything.

You may press the Power menu and wait for a while and it will shutdown the PC.
Then turn it on and see if it works?

Boot into Safe mode.
Once done, open Device manager. locate display adapter -right click to uninstall (along with application), reinstall and update the graphic card driver.
