IIS redirects on NodeJS passthru service?

I am hosting several NodeJS services on Windows server. I'm using IIS as the host of each website and it passes requests thru to the NodeJS services. This all works except for one. That service uses Express and there is a redirect path. The redirect never works.

If I request a redirect to a known site (Google for instance) I am always redirected to the index.html file of that particular service.

I should be able to redirect anywhere right? Does anyone have any idea what setting I may have missed? I'm guessing it is in the IIS configuration for redirection but I don't know what needs fixing.
