Will Azure OpenAI work if OpenAI is turned off? For example, if Chat API OpenAI doesn't work, will Azure OpenAI Chat continue to work?

Yes. Outage/service issue. If something broken on OpenAI and they API dont work
They are both hosted on Azure, Azure OpenAI has more controls - when it comes to using private data, controlling access etc.
ChatGPT is also hosted on Azure.
Although they can run the same models, it is controlled seperately.
