Want to disable one way clipboard in rdp.

I am using Windows server 2016 (No AD) and want to disable clipboard while RDP connection is established.

Means, If user is connected to the Server via RDP then he should not be able to copy text/file from server to his system but from his system to server he should be able to copy.

I tried following command to disable clipboard but this command disables both way.

REG ADD "HKLM\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services" /v fDisableClip /t REG_DWORD /d 1 /f

I also tried GPedit but the result is same as above.

“Computer Configuration” > “Administrative Templates” > “Windows Components” > “Remote Desktop Services” > “Remote Desktop Session Host“ >  "Device and Resource Redirection" and enabled  "Do not allow Clipboard redirection"

Please help me how can I achieve this.
