Getting message "You have already created 3 S0 for this subscription" while creating cognitive service instance

I have already created the 03 cognitive services in the respective 03 resource group on Azure portal.

While creating additional cognitive service instance getting this error message "You have already created 3 S0 for this subscription".

I fully understand the message is due to already exhausted quota.

Like to understand and learn How can i resolve this in order to create more cognitive services to support increasing demand and requirements. do I need to change the subscription tier

Please guide how to proceed ahead.
